| 摘 要： | "两分两换"土地流转政策,自2008年由浙江省嘉兴市首次提出并取得成效后,一直作为土地流转及城乡统筹规划的典型,受到各地县市的效仿。然而,长期以来的城乡二元机制使得这项新政策的实施受到诸多因素制约,尤以缺乏流转配套机制最为突出。本文以湖南省涟源市龙塘镇试点调研为例,探讨目前该政策流转机制所存在问题并提出供参考解决方案。
