| 摘 要： | 在十七大报告中，胡锦涛指出：要以扩大党内民主带动人民民主，以增进党内和谐促进社会和谐。”强调党内民主，意义重大，它关系到我们党的团结统一，关系到党的执政能力，关系到广大党员积极性的发挥，关系到人民民主建设，也关系到党群干群关系，因此党内民主在构建社会主义和谐社会中具有基础性作用。
