| 摘 要： | 研究慈善对我国社会保障的作用,认为慈善的内涵包括慈善观念与慈善行为两个层面,社会保障的实质则是一种国家强制实施的经济福利制度,二者的差异性表现在主体上的多元化与一元化、运作上的自治化与行政化两个方面。基于此种差异性,慈善在三个方面对我国社会保障制度的缺陷具有弥合作用,即慈善能够弥补社会保障中的供给不足;改善社会保障中的"政府失灵";填补社会保障中文化认同的缺失。而这一作用发挥的前提是二者在制度与资源上实现有效地整合。
