现代远程开放教育质量保证体系若干环节之思考

自从国家教育部批准“中央广播电视大学人才培养模式改革和开放教育试点”项目以来，电大的发展被注入了新的动力，这充分说明了开放教育这一教育模式的巨大生命力和巨大市场潜力，同时也对开放教育的管理工作提出了更高、更新的要求。开放教育学习主体的充分发展和保证远程学习质量已成为制约开放教育长足发展的主要矛盾，师资队伍、课程体系、教学过程、教学管理、成绩评估五个环节如何保证远程开放教育质量，值得每一个现代远程开放教育工作者深思。

Reflections on the procedures of quality guarantee system in the modern, open distance education

The development of TV universities has been given a new impetus since the approval by National Education Department of the project of reforming talent training models in Central TV University and trial open education. This fully shows the huge vitality and potential market for schooling models of open education. Meanwhile, it puts forward new higher requirements for the management of open education. However, there is a dominant contradiction between the full development of open education and key learners and guarantee of long-range study quality, which hinders the long and full development of open education. This paper offers some suggestions on open education in terms of construction of teaching faculties, course system, and teaching process and examination management.
