位势法初始分配方案的优化

本文试用一种新的方法.使初始分配方案一步到位或十分接近最优解.步骤是:先取矩阵各行列中最小元素为待分配元,然后按一定的比选规则依次分配运量,对最后未经比选的分配元,检查其是否需要调整.文末提出,在有计划的商品经济新形势下,有必要对违反标准流向图的货物采取运费加成的办法,使托运者因此而有所儆戒,承运者亦因此而不致放任自流,双方都来关心合理运输.

The Optimization of the Initial Distribution Program by Adopting the Potential Method

This paper attempts to adopt a new method to make the Initial Distribution Program completed in a single jod, or at least approach the optimum solution. The process is: first take the smallest unit in each determinant in a matrix as the distribution unit to be distributed; then distribute the transportation volumes in such an order as based on a certain criterion of comparison; finally check the remaining distribution units yet to be distributed to see whether they need to be readjusted. At the end of the paper, it is pointed out that, under the current situation of planned commodity economy, it is necessary to take a certain disciplinary action against the freight going against the specified standard traffic flowing chart that the rate of the against-chart freight should be increased by a certain amount (in terms of percentage) so as to check the violating consigners and also to warn the relevant consignees not to take laissez-faire.
