| 摘 要： | 农地流转模式被认为是成功刺激农村经济发展的关键所在.杨凌示范区的土地银行流转模式是一次比较成功的尝试,有许多值得借鉴的地方,但也有不足.其优越性体现在成功实现了规模化流转并将各种资源牢牢吸引在农地上,不足体现在行政色彩过于浓厚带来的一系列问题以及配套的法律制度不够完善.建议引入市场机制改进杨凌示范区土地银行的不足,促使其规范发展.

| Abstract: | The pattern of rural land transfer is considered to be the key for the rural economic development. Land bank transfer pattern in Yangling is a successful attempt. Although it still has some shorts, for example, being too administrative and not perfect in law, it is worth studying. Its superiority lies in that the large scale circulation becomes true and various resources are attracted to the rural land. Based on the above analysis, we put forward some suggestions on market mechanism. |
