不同公共行政模式下效率观念与绩效管理实践的比较研究

20世纪70年代以来西方发达国家公共部门管理实践发生了变化,传统公共行政模式逐步向新公共管理模式转变。与之相应,公共行政理论与实践中的效率观念及绩效管理也发生了变化。在对传统公共行政模式与新公共管理模式下的效率观念、绩效管理实践进行分析的基础上,对不同模式下的效率观念进行比较,对我国公共行政理论与实践具有借鉴意义。

A Comparative Analysis of EfiBciency Concept and Performance Management Practice and Related Issues

There are changes in public sector management practice in Western countries since 1970s in the 20th century. Traditional public administration model gradually turned into new public management model. Accordingly, the efficiency concept and performance management in the theory and practice of public administration have also changed. Based on the analysis of efficiency concept and performance management practice, this article compares the efficiency concept of difierent public administration models, and hopefully contributes to the theory and practice of public administration in China.
