| 摘 要： | Improving the quality of human resources through edu-cation and training is of great strategic significance.However, few people have done in depth and systematicstudies on the relationship between education and pro-ducttvity in China. This study developed an educationproductivity transform model and empirically tested themodel using data on the most districts of China. The ba-sic notion is that the effect depends both on the capabilityresulted from education, and on the environment inwhich this capability can be exercised, the effect is a re-sult of two factors combined.
