| 摘 要： | 对水污染物总量控制中公平分配各污染源允许排放量的意义以及现有的分配方法中存在的不公平问题进行了分析，总结了导致允许排分配不公平的因素，提出了允许排放量公平分配的原则，并在此基础上建立了水污染物允许排放量公平分配模型，这将有助于总量控制规划方案的顺利实施，有效地控制污染，改善环境，使经济得以持续发展。

| Abstract: | Conduct an analysis of the meaning of permissible discharge quantity of rational distribution of various pollution sources in total qutity control of water pollutants and irrational problems among the existing distribution methods,summing up the factors which lead to the distribution irrationality of permissible discharge quantity.Produce the principle of rational distribution of permissible discharge quantity and on this basis build the model of rational distribution of permissible discharge quantity concerning water pollutants.Such will be conducive to the smooth execution of total quantity control package,effective pollution control and environment improvement in order that the economy oan develope continously. |
