摘    要:我国农村人才极其短缺,而剩余劳动力一个多亿,这就构成了农村人力资源与人力资本一多一少的矛盾,其成因是多元的,既有历史的因素,也有政策导向错误和具体制度安排不当的原因。因此解决问题的对策就应是多管齐下,如政治的、经济的、法律的。

Abstract:Talents in the rural areas are in great shortage, while there are more than one hundred million laborers in China. This results in the contradiction between too many human resoures and too little human captial in the rural areas. The contributing factors are many-sidedl,partially due to the history and the wrong policy and specific arrangement. Thus the countermeasures to the problem should be in many ways,from the different perspectives of politics,economy and law.
