| 摘 要： | 文章从《ATC协议》生效，欧盟启动特保措施，对纺织品出口重新设限；反倾销诉讼使我国企业面临不确定的贸易环境；技术型贸易堡垒已成为新型的隐形贸易保护工具这3个比较突出的方面对构建经济法律框架提出了一些建议。

| Abstract: | This paper puts forward some proposals on economic legal framework from three aspects: "ATC Agreement" entered into force, the European Union starts special protection measures to limit textile exports; anti- dumping suits makes our enterprises face an uncertain trading environment; technology- based trade barriers have become a new type of invisible trade protection tool. |
