| 摘 要： | 中共河北省衡水市第三次党代会的报告确立了建设生态衡水市的战略目标,欲更好更快地实现此目标,必须处理好建设生态衡水市与加快发展的关系,必须准确把握建设生态衡水市的切入点,在切入点的实施上务必讲求策略。以地级市为平台建设生态城市,一般具备可行性。

| Abstract: | The third congress of CPC representatives of hengshui city establishes the strategic objectives of constructing the ecological hengshui city. To achieve this goal better and faster, we must deal with the relationship between constructing the ecological hengshui city and accelerating the development, we must accurately grasp the entry point for constructing the ecological hengshui city, must emphasis on the strategy implementation of the starting point. Building the ecological city taking prefecture-level city as a platform generally is feasible. |
