| 摘 要： | 根据WilliamA .Masters和MargaretS .McMillan的政治经济模型分析方法提出并检验一种落后地区经济模型 .在模型中 ,地方政府设置除国家税收以外的地方费用征收和R&D投入水平 ,投入的回报就是生产的发展 .均衡政策和增长率取决于农业生产的初始成本结构 .分析指出 ,落后地区的低费用 高投入机制与时期是不相一致的 ,相应的管理机制改革和新的生产技术应用是经济可持续增长政策的关键

| Abstract: | According to William A. Masters and Margaret S. McMillan's method, this paper presented an applied political economy model. It was found that high additional charges and low investment regimes were time inconsistent with the exception of the tax in many undeveloped regions. In order to keep sustainable economic growth, the commitment mechanisms of the administrative and new production techniques would be needed and the existing political administrative regime would be reformed very urgently at the present. |
