| 摘 要： | 从设计、施工、运行、装修方面对影响冬季供暖效果的因素进行分析，认为良好的供暖效果需要设计单位、施工单位、供热单位、用户各负其责，严格执行国家的法规和标准，需要有效的措施和政府的大量投入，同时提出了有关的改进方法。 |

| Abstract: | The design, construction, operation and decoration that may affect the heating effect in winter are analyzed. In order to ensure good heating effect, design units, construction units, heal provision units and residents must follow the regulations and standards of the country. Effective measures must he taken and investment by the government must be increased. Methods which can improve the heating effect are also given. |
