| 摘 要： | 近年来围绕建设社会主义新农村这一主题。基层党组织发挥了重要作用。取得明显成效。但仍然存在着领导意识不强、工作方式滞后以及素质教育低等问题。为全面贯彻落实科学发展观、构建社会主义和谐社会，必须提高认识，统一思想；强化基层党组织在新农村经济发展中的地位和作用，发展社会主义新农村，解决好“三农”问题；加强基层队伍建设，提高队伍素质；推进农村基层民主政治建设，建设法制经济；建立健全农村基层干部激励保障机制，充分调动党员干部和广大群众参与创建活动的积极性。
