| Abstract: | In this paper, we expound the basic concepts and principles on uncertainty forecast theory such as properties, classification, requirement of accuracy degree, evaluating standard, target system and modeling principle on forcasts as well as basic problems on forecast methods. A foundation is laid for establishing new forecast theory and methods which meet the needs of the age's development. |
