| 摘 要： | 本文对电子政务系统中政府公文流转过程的处理进行了探讨。文中引入工作流的概念对公文运转流程进行分解，采用数学方法进行建模，给出了数学模型，应用集合理论对模型进行分析，并以一个典型的公文流程实例进行了说明。
