城市公民民主意识的现状及对策——以西安等城市的政治舆情为例

政治体制改革需要相应的民意基础,但调查发现一些城市公民民主意识的现状不令人乐观：他们对地方国家机关的具体职能了解甚少,误解甚多;对基本民主权利的行使不太热衷,政治效能感较低;政治参与的利己性过强。为此,应改进现有的政治宣传,提升政府回应民意的效度,恰当引导公民的参政动机,还需谨慎选择城市民主改革的推进方式。

Status Quo and Countermeasures of City Citizens＇ Democratic Consciousness --A Case Study of Political Public Opinion in Xitm

Political reform calls for certain public opinion foundation, yet, surveys indicate that city citizens＇ demo- cratic consciousness is far from satisfaction： they know very little about the functions of the local state organs, even with some misunderstandings; they are not intent on exercising the basic democratic rights, with a relatively poor sense of political efficacy and a strong sense of egoism in political participation. Accordingly, the present political propaganda should be improved; the government response to public opinion should be enhanced; citizens＇ motiva- tion in political participation should be properly guided; last but not the least, democratic reform mode in the city should be selected with great care.
