江西赣江源自然保护区林地、立木价值核算

2009年,江西省政府先后出台关于设立"五河一湖"及东江源头保护区的通知和加强"五河一湖"及东江源头环境保护若干意见的2个重要文件。这是为了贯彻落实科学发展观,加快推进鄱阳湖生态经济区建设,实施生态立省,绿色发展,和谐发展,可持续发展战略的必然要求。赣江源自然保护区是以保护中亚热带常绿阔叶林生态系统为主的自然保护区,涵盖江西的石城、瑞金二县市,流域面积161.008 5 km2。赣江是江西省的母亲河,流域面积83 500 km2,占全省国土面积的48%,保护赣江源区的森林环境资源,对江西经济社会的发展,具有重要的战略和现实意义。选择"五河一湖"中第一大河—赣江源自然保护区的森林资源,运用年金资本法、收益现值分段法进行价值核算。其价值又分直接价值(林地、立木价值)和间接价值(生态价值)。因受篇幅限制,生态价值待后发表。经核算源区年林地、立木价值为3.831 6亿元。

The Woodland and Stumpage Value Accounting of the Ganjiang Source Nature Reserve in Jiangxi Province

In 2009,the Jiangxi Provincial Government has issued two major documents on one of which is the establishment of ＂Five Rivers and One Lake＂ and the information of the East River Source Conservation Areas,and on the other to strengthen the ＂Five Rivers and One Lake＂ and the East River Source Environmental Protection Opinions.These are to implement the scientific concept of development,accelerate the construction of Poyang Lake Ecological Economic Zone,and are a necessary requirement for the implementation of ecological province,green development,harmonious development and sustainable development strategies.The Ganjiang River Source Nature reserve is protected in the subtropical evergreen broad-leaved forest ecosystem-based nature reserves,which covers Shicheng country and Ruijin city in Jiangxi,watershed area 161.008 5 km^2.Ganjiang River watershed area 83 500 km^2 is the mother river in Jiangxi accounting for 48% of the total land in Jiangxi.Therefore the forest environmental resources protection of the Ganjiang River Sourse has important strategic and practical significance in economic and social development in Jiangxi.The Ganjiang River Source Nature Reserve,the longest river of ＂Five Rivers and One Lake＂ was accounted by annuity capital approach and present value of benefits section method to the study for its forest resources in this paper.The resources value was divided into direct value（woodland,stumpage value） and indirect value（ecological value）.The total value of its woodland and stumpage was 383.16 million yuan based on the above accounting.But due to space constraints,its ecological value would be issued then.
