| Abstract: | Based on the thought of social system engineering,this paper briefly presents a new evaluation method for the dynamic relationship be- tween investment and Human capital quality. Through the analysis to the SD model, the trends of the development of the investment and Human cap- ital quality over the next 15 years is predicted,then,the policy tests are illustrated,and the main conclusion and policy recommendations are pre- sented. |
