| 摘 要： | 在＂以县为主＂义务教育管理体制背景下,县域教育规划的编制质量与实施成效直接影响着《国家中长期教育改革和发展规划纲要》和省区教育规划的实施成效。县域教育规划编制过程中亟需处理好四对关系,即县域教育发展与县域经济社会发展的关系、县域教育规划编制与县域教育规划实施的关系、县域教育规划目标与县域教育规划资源的关系、技术性硬专家与政治性软专家的关系。

| Abstract: | Within the county-oriented compulsory education system,the formulation quality and implementation effectiveness of county educational planning affects directly the implementation effectiveness of the national and provincial educational planning.In the process of formulating county educational planning,we must deal with four pairs of relations appropriately that are the relation between county education development and economic and social development,the relation between formulation of county educational planning and its implementation,the relation between policy objectives and policy resources,the relation between technical experts and political experts. |
