| 摘 要： | 环保部门责大权轻,执法主体地位缺失,执法依据偏弱,执法体系不健全,严重削弱环保部门执法力度。建议强制推行"一岗双责",建立官员污染问责制,加大行政处罚力度,建立完善环保部门内部联动机构设置,才是解决日益严重的环境恶化问题的出路。

| Abstract: | Department of environmental protection in light of law enforcement power,loss of main body position,weak basis of law enforcement,law enforcement system is not perfect,severely weakened the environmental protection departments of law enforcement.The author thinks that the mandatory implementation of the ＂ one position double duty＂,official pollution accountability,increasing administrative penalties,establishing and perfecting linkage mechanism in environmental protection departments maybe solve the increasingly serious environmental problems. |
