| 摘 要： | 针对水权第一层次初始分配问题,探讨了应用多目标决策模型进行分配的方法．根据水权初始分配的有效性原则、公平性原则和可持续性原则,构建了水权初始分配的指标体系,建立了多层次半结构性多目标模糊优选模型．该模型在某流域第一层次水权初始分配的应用表明,模型是可行的．

| Abstract: | The multi-objective decision-making model was discussed for initial allocation of water right of the first hierarchy. Based on the principle of validity, the principle of impartiality, and the principle of sustainability for the initial allocation of water right, an index system was constructed, and a semi-structural and multi-objective fuzzy optimal selection model was also developed. The feasibility of the model was verified by its application to a river basin for initial allocation of water right of the first hierarchy. |
