| 摘 要： | 全面改革和系统创新 ,是形成先进生产力的两大要素。中国的科技体系经改革形成了新的体制框架和运作机制 ,但尚未构成一个竞争性的体系。我国科技体制应形成“科技进步面向经济建设 ,经济建设依靠科技进步”的机制 ,以有限的增量带动大量存量资产的重组 ,使科技真正发挥出第一生产力的作用

| Abstract: | General reform and systemic innovation are two fact or s of advanced productivity.Chinese Science and Technology has formed new systemi c frame and mechanism through reform,while there has not formed competitive syst e m.The mechanism of facing economy should be formed.In order to bring into play e ffect of S&T,plenty of existent assets should be recombined through limited incr ement.It is necessary that knowing all kinds of influence of the development of the system of S&T. |
