| Abstract: | This paper discusses the pros and cons of the curre nt decision-making way for academic issues-expert review with anonymous vote.Then analyses the issues that its drawbacks cause.On this basis we point out that the effective way for improvement is to implement real name vote ,namely expert rev iew with real name vote and anonymous result announcement. |
