河南省家庭农场发展存在的问题及对策

目前河南省家庭农场发展迅速,注册数量逐年递增,但是总体上起步较晚,发展中还存在着发展思路不清晰、土地流转困难、生产资金短缺、农场主素质较低、社会化服务体系不完善等问题。因此,针对上述问题提出了全面深化对家庭农场的认识、建立规范有效的土地流转制度、完善资金扶持和金融服务、培育新型职业农民、加强农业补贴力度等促进家庭农场又好又快发展的政策建议。

Problems of Family Farm Development in Henan Province and the Countermeasures

At present, family farms of Henan Province develop rapidly and the registration number increases year by year, but on the whole, it starts very late and still exists some problems, for example, the not clear developmental idea, difficult land circulation, short-age of funds, low quality of farmers, imperfected social service system. Therefore, in view of the problems above, some suggestions are put forward such as deepening the understanding of family farms, establishing a standardized and effective land transfer system, perfec-ting the capital support and financial service, cultivating new occupational farmers and strengthening agricultural subsidies.
