| 摘 要： | 现阶段我国大多数建设工程施工公开招标都进行投标资格预审制度，本文就施工招标资格预审的目的、预审的程序、预审的具体办法进行探讨，旨在寻找一种切实可行、操作简便、科学合理的预审程序，使资格预审公正科学、节约招标时间、降低招投标成本。

| Abstract: | At present,construction bid on most of construction project based on the bidding prequalification system in our country.On the paper,discussing the aims and programs and methods of prequalification on construction, searching for the prequalification programs of easy to operation and rational and feasible,the programs can make prequalification fair and scientific,saving the bidding time,reducing the bidding cost. |
