20世纪30年代是美国孤立主义思潮与外交最兴盛时期，也是开始走向衰落的时期。本文从微观的角度探求20世纪30年代孤立主义盛衰的轨迹。从中探讨国内外的重大事件对美国民众、国会尤其是参议院外交委员会、总统的认知的影响与孤立主义高潮迭起、终不免衰落的关系。揭示出决策者的认知从错误到正确的转变亦即外交决策从脱离实际到贴近实际的过程，决策者的认知对外交政策的制定与执行有着密切的关系。

On American Isolationism in the 1930s from a Microcomic Angle

American isolationism trend of thought and diplomacy reached its prosperity in the 1930s,but at the same time it began to be on its wane.This article reflects the isolationism rise and fall in the 1930s from a microcosmic angle and we will discuss the effects caused by the major internal and external affairs,cognitions of the civilians,president and congress particularly Diplomatic Committee in the Senate,and the relationship between their cognition and development of isolationism.At last we will reveal the transformation from misconception to conception made by the decision-makers,that is to say,from being unrealistic to being practical,and the decision-makers' cognition is closely correlated with the planning and practicing of foreign policy.
