山西省科技进步贡献率研究及测算

摘    要:《国家“十二五”科学技术发展规划》中提出“科技进步贡献率力争达到55%”,《山西省科技发展“十二五”规划》中也将“科技进步贡献率逐步提高”作为发展目标之一.采用索洛方程对“十一五”以来山西省及各市科技进步贡献率和相关指标进行了测算.结果表明,在2008年以前山西省科技进步贡献率保持较高水平,之后有所下降,到2011年多数城市有所回升,从这一走势说明全球金融危机和欧洲主权债务危机对我国经济的影响还是较为严重的,特别是对山西省这种资源输出型省份,影响更为明显.因此,山西省各级政府应进一步加大科技投入,扩大科技产出,加快高新技术产业化建设,转变经济增长方式,增强科学技术在经济增长中的作用.

Abstract:The National Sci-Tech Development "Twelfth Five-Year"Plan points out that the contribution tech progress will strive to reach 55%, and Shanxi's Sei-Tech Development "Twelfth Five-Year"Plan also rate of sci- regards the gradual increase of the contribution rate of sci-tech progress as one of the development goals. By using Solow Equation, this paper measures the contribution rates and related indicators of Shanxi Province and each city in Shanxi Province since the implementation of Eleventh Five-Year Plan. The results show that before 2008 the contribution rate of sci-teeh progress of Shanxi Province kept a higher level, and then was on the decline afterwards, and till 2011 most cities have rebounded, such a trend illustrates that the influence of the global financial crisis and European sovereign debt crisis on China's economy is more severe, especially the influence on resource export provinces such as Shanxi Province is more obvious. Therefore, Shanxi government of all levels should further increase sei-tech input, expand sci-teeh output, speed up the industrialization construction of new and high technology, transform economic growth pattern, and strengthen the function of science and technology in economic growth.
