2020年以来，全球数字化转型进程逐步加快，但这一过程中仍存在不平衡的现象，包括弱势人群面临更严峻的数字鸿沟，中小企业数字化转型面临挑战以及国家间数字化水平差距较大等。针对这些现象，从包容性数字经济的分析框架出发，要让人们更好地获得接入互联网的机会，并进而享受数字红利。出台鼓励包容性数字经济的政策，提升个人及企业的数字技能以及推动国际社会共同支持都是包容性数字经济框架下的主要措施。为促进包容性数字经济发展，我国可采取如下措施，包括有针对性地提高不同人群融入数字经济时代的能力，提升包容性数字经济支撑能力，以及通过开展国际合作，促进全球数字化平衡发展。

Thoughts on Rebalancing Digital Development with Inclusive Digital Economy

Since 2020, the process of global digital transformation has been accelerated, but there are still imbalances in the process, including the more severe digital divide faced by vulnerable populations, the challenges faced by small and medium-sized enterprises in digital transformation, and the large gap between countries in digital level. According to the analytical framework of inclusive digital economy, people can have better access to the internet and then enjoy the digital dividend. To introduce policies for encouraging the inclusive digital economy, to enhance the digital skills of individuals and businesses, and to promote international support are the main measures under the framework of the inclusive digital economy. In order to promote the development of inclusive digital economy, China can take the following measures, including improving the ability of different groups to integrate into the digital economy, enhancing the supporting capacity of inclusive digital economy, and promoting the balanced development of global digital economy through international cooperation.
