反对权力资本化追求效率与公平的统一

中国的未来发展战略有两个基本原则需要调整,一是外部关系中的国家安全与对外开放,二是内部关系中的效率与公平。建国后30年强调公平优先,导致平均主义;改革开放后30年强调效率优先、兼顾公平,促进了经济发展,但不公平的问题日益突出。中国的渐进改革过程长期伴随着严重的腐败,这是权力资本化的产物,导致了效率优先的性质蜕变。必须有效制止权力资本化,调整政策,在公平优先的基础上达到公平与效率的统一。

Opposing Capitalization of Power and Pursuing Unity of Efficiency and Fairness

China needs to concern two principles for its future development strategies.One is about national safety and opening-up in its foreign relations;the other is about efficiency and fairness in its domestic relations.The first thirty years since the founding of the People's Republic of China focused on fairness,which led to equalitarianism.The thirty years since the opening-up has given priority to efficiency with due consider-ation to fairness,but the issue of fairness has become increasingly serious.Corruption has long been a serous problem in the incremental process of reform in China.It is a product of the capitalization of public power,which has basically changed the nature of efficiency priority.Therefore,relevant policies should be developed to stop capitalization of public power for the purpose of achieving unity of fairness and efficiency with a priority given to fairness.
