| 摘 要： | 当前在新农村建设中,农村基层党组织亟需创新领导方式和方法,把“政策引导、制定规划、服务市场主体和优化发展环境”作为主要职责,不断增强服务功能,把工作重心转移到服务农民、服务发展上来,拓展服务农民增收致富的有效途径。
