从持续发展思想的内涵出发，分析了区域可持续发展的必要和充分条件。在此基础上指出了区域可持续发展的基本对策：控制人口数量，提高人口素质，开发人力资源；建立依赖资源永续利用的国民经济体系；保护与整治环境，并选择与给定时段环境承受能力相适应的发展规模与速度；完善实现持续、稳定、协调、高效发展的管理体制。

The Strategy Countermeasures of Regional Sustainable Development

Based on the implication of sustainable development,the ample and necessary conditions ofregional development are analyzed.Then the basic countermeas ures are provided:(a)controllingpopulation number,improving population quality,exploring human resource,(b)building nationaleconomic system that would be dependent on the sustainable utilization of resources.(c)protectingand improving environment and selecting the scale and speed of regional development that would suitthe environment bearing capacity.(d)perfecting the management system that would achievesustainable,stable,coordinationabe and efficient development.
