知识型员工离职创业的福利与政策研究

摘    要:当今高科技产业竞争存在一个重要特征,即市场竞争通常是由高科技企业内部知识型员工离职创业导致的。知识型员工的离职创业行为既释放了企业家精神、促进了市场竞争,也降低了在位企业的创新动机,因此在福利上体现出两面性。相应的政策目标是应当以社会福利最大化为原则,分析知识型员工创业行为对社会福利增进和损害的2个方面,寻找到政策工具的最优切入点。

Abstract:Nowadays,high-technological industries features an important characteristic that market competition is usually caused by entrepreneurial conduct by knowledge-based employees,which not only releases entrepreneurship,promotes market competition,but aslo also reduces the incumbent firm's innovative motivation,showing double characters in welfare.The policy objective is to analyze the double characters,on the basis of social welfare maximization,so as to find optimal entry point of policy instrument.
