| Abstract: | The harmonious ocean philosophy is an ideological weapon for shaping a favorable external environment for the PLAN. It is significant to persist in taking the harmonious ocean philosophy as the guiding principle to shape favorable external cognitive environment, mechanist environment and structural environment for the PLAN, so as to promote its development and transformation. |
