论地理信息系统(GIS)在环境应急管理中的应用

本文阐述了环境事故应急处置系统的一般特点、处置工作内容与功能需求及信息需求,探讨了GIS技术应用于环境事故应急处置时所发挥的重要作用及其功能;指出在计算机技术迅速发展的同时,GIS还应与GPS(Global Positioning System)、RS(Remote Sensing)以及其他应用系统进行有机集成,使环境事故应急处置系统进一步走向多维性、实时性、动态性,更好地为环境污染突发事件应急管理提供更高层次的决策支持作用。

Discussion on GIS Application in Environment Emergency Management

This paper discusses the normal characteristics,the content and the function requiremen,and the information requirement of environment emergency management system.At the same time,it also analyses the important function played by the technique of GIS when GIS is applied in the process to the environmental accident.In the end,it points that,with the development of computer technique,it is necessary for GIS to be properly integrated with the GPS(Global Positioning System),RS(Remote sensing) and other application systems in environmental emergency management.If GIS has been applied in the management,it will get more and more multi-dimensioned,alive and dynamic.And then,GIS will support the policy decision for the emergency management of the environment pollution accident at higher level.
