| 摘 要： | 重大项目决策前进行“可行性论证”已经成为一项常规制度,但“不可行性论证”却尚未引起必要的重视。本文分析了单一可行性论证的缺陷和原因,阐述了“不可行性论证”对于科学决策的重要意义,提出了解决“不可行性论证”的制度机制。

| Abstract: | “Feasible thesis” has already been a normal rule when the decision of important projects is made, but the “infeasible thesis” hasn't been taken seriously. After analysing the defects and reasons of the single feasible thesis, this paper expounds the great significance of the “infeasible thesis”during the scientific decision and points out the system and mechanism of solving“infeasible thesis”. |
