统筹规划优化组合加强远程开放教育资源建设

“中央广播电视大学人才培育模式改革和开放教育试点”项目的开展，确立了中国广播电视教育的发展方向。整个电大系统对现代远程开放教育这一人才培养模式改革进行了积极的探索，取得了许多成功的经验。但是，各自为政所带来的小而全等不足逐渐显现出来，直接影响到试，占、项目的深入进行。因此，必须充分发挥系统优势，统筹规划，合理分工，优化组合，加强现代远程开放教育资源建设。

Overall planning & combinational optimization to enhance resources construction of open distance education

The education model reform and experimental open education program implemented by the China Central Radio and TV University helps to set the tone for the development of R&T education in China.The whole R&T system has actively investigated modern open distance education as an education reform model and has gained considerable experience.However,the fact that those investigations are conducted separately gives rise to problems such as the hierarchy,diversity and smallness but comprehensiveness of the findings,which prevents the experimental program from going further.Therefore,the resource construction of the modern open distance education must be enhanced by making good use of the system,including overall planning,reasonable division of labor and combinational optimization.
