| Abstract: | In the light of the problems existing in our country's cadre and personnel system, this paper points out that the ruling party, which wants to increase the ruling ability and ruling level, must construct a high-quality cadre ranks, and suggests that in the course of promoting the reform of the cadre and personnel system, should make great efforts to establish the employing standard and rewards/penalties methods. |
