| 摘 要： | 古今中外的战争史表明,任何一场战争都和特定的军事文化密切相关.一种完整的军事文化形态,一般应包含军事战略文化、军事技术文化和军事制度文化三个层面.甲午海战表明,清朝海军在这三个方面都是缺失的.这种先进军事文化的整体性缺失,决定了北洋海军的失败结局.反思这段历史,得到的启迪就是要大力创新发展先进军事文化.

| Abstract: | The war history tells us that every war is closely related to some specific military culture. A complete military culture normally includes three aspects： military strategic culture, military technology culture and military system culture. Sino-Japanese War of 1894-1895 shows that the Qing navy is missing in all these three aspects. And the whole missing of the advanced military culture results in the defeat of the Beiyang Navy. A reflection of this period of history reveals the great importance of innovating and developing the advanced military culture. |
