顺康时期东北移民安置述略

顺治、康熙两朝，在招民垦荒政策的推动下，民人渐次涌入东北地区。清廷主要采取设立州县的方式对其进行安置，落户入籍的民人遂成为区域开发建设的重要力量。与此同时，亦有部分民人被八旗组织所接纳，成为八旗辖治下的各类旗人。不过，厉行旗民分治、维护以满洲为核心的旗人利益是清廷的既定国策，当民人的移入危及到旗人之时，满洲统治者便放弃积极的招民政策，并最终在东北推行严格的封禁政策。

Immigrant Settlement in Northeast China During the Reign of Shunzhi and Kangxi

During the reign of Shunzhi and Kangxi, with the promotion of the reclamation policy for attracting people and the exploitation, the Han people gradually entered northeast China. The court mainly managed their settlement by building states and counties and the Han people became an important force in the regional development. At the same time, some Han people were recog- nized as bannermen of the Eight Banners. However, the court strictly enforced the separation be- tween bannermen and the Han people and safeguarded the bannermen＇ s interests. When the Han people endangered the benefits of the bannermen, Manchu rulers gave attracting people and ultimately carried out the strict prohibition policy up the positive policy for in northeast China.
