提高政府公信力的路径研究

政府公信力是政府通过自己的行为获得社会公众信任和认可的能力。近年来,随着社会的进步和民众权利意识的增强,政府公信力面临严峻挑战。能否提高政府公信力,事关社会和谐稳定。影响政府公信力的主要因素包括制度因素、政府行为因素和文化因素。为此,政府公职人员在行为方式上应当以实事求是为准则;政府在公共政策的制定上应以严肃谨慎、诚实信用为基本规范;政府在社会管理上要以实现公共利益为价值取向。提高政府公信力,根本途径是进行政治体制改革,具体途径是建设法治政府、责任政府和透明政府。

A Study on the Influence Factors and Improving Ways of Public Trust in Government

Public trust in government is an ability to get trust and approval from the citizen through its behavior. Nowadays, with the development of the society and awakening of public right consciousness, public trust in govern- ment is facing severe challenge. Whether Public Trust in Government can be improved is essential for social stabiliza- tion. The influence factors of public trust in government include institutions, government behavior and national cul- ture. There are some basic requirements for public trust in government： the behavior manner of the government and its public officers should be practical and realistic; public policy making should be more cautious, honest and credit; the value orientation of social management should aim at maximizing the public interests. The basic way to improve public trust in government is to reforming the political system. The concrete ways is to build a legal government, a re- sponsible government and a transparent government.
