全球视野下的我国创新型国家建设

建设创新型国家,这既是把握时代发展趋势,对国际经验的借鉴和总结,也是维护我国国家安全,全面建设小康社会的客观要求。美国、日本、韩国、芬兰等国家在建设创新型国家进程中,将自主创新作为促进国家发展的主导战略,投入巨额研发经费,将企业培育成为创新主体,注重对创新人才的教育培养,构建官产学研相结合的国家创新体系等措施,对我国建设创新型国家具有启迪意义。我国应充分发挥政府主导作用,加大投入力度,强化企业在创新中的主体地位,培养造就创新人才,加快建设国家创新体系等,扎实推进创新型国家建设。

Building an innovation-oriented country in China in the view of globalization

The 16th session of the CPC's fifth Plenary has made clear the country's strategy of improving the capability of independent innovation,to try to build an innovation-oriented country.It is necessary to adhere to the trend of the times,to draw on international experience and lessons,to safeguard our national security,to build a well-off society comprehensively in order to achieve these goals.U.S.,Japan,South Korea,Finland and other countries have made the promotion of independent innovation as the dominant national development strategies in building an innovation-oriented country.These countries invest a lot of R & D funds to cultivate companies to become the main body of innovation,focus on educating and training the creative talents,build the national innovation system in which government,universities,corporates and researchers are connected etc,all have inspiriting meaning to China for building an innovation-oriented country,We should give full play to the leading role of government,increase input,to strengthen corporates' dominant position in the innovation and cultivate the creative talents who have abilities of innovation,speed up the building of a national innovation system,and so on,accelerate the pace of technological innovation,solid progress building an innovation-oriented country.
