国外人才战略的比较研究

摘    要:人才战略的发展表明,人才资源问题日益成为人们关注的焦点.成功的人才战略需要具有多维开放的视野,需要把国内外经济社会发展的相关因素联系起来,需要与经济社会发展战略相协调,并随着时代的发展而与时俱进.它不仅需要总结自己的经验,同时也要与其他国家的人才战略联系起来进行比较、分析和借鉴,以增强其科学合理性.对国外人才战略,从人才的培养、吸引和使用三个方面作些分析比较,无疑可以从中得到有益的启发和借鉴.

Abstract:The development of talent strategies proves that the issue of human resources has been more and more concerned as time goes by. Successful talent strategies require broader horizon, connection of economic and social development both at home and overseas in accordance with the strategies for economic and social development, and advances with times. It requires us not only to sum up our experience but also to compare with, analyze and learn from the talent strategies in other countries for the sake of strengthening its scientific soundness. We are certain to benefit from the comparison in three aspects: talents training, talents attraction and talents utilization.
