| 摘 要： | 长期以来,我国森林资源产权关系没有理顺,公有制林权权限错位,监管成本高;非公有制林权经常变动,经营者的经营自主权受限.通过对加拿大林权关系的借鉴,提出了分类经营的思路.主张在分类经营的基础上,公益林建立"三权分立"的管理模式;经济林则市场化经营,重点保障经济主体权利的实现.

| Abstract: | For a long time,the property right system of forest resources has faced many difficulties in china,such as the property right of public forest has been abused by different administrative departments and the property right of economic forest has been limited by mistake.Based on the above problems,this paper proposed classified-business mechanism with the property right management of forest resource,in which the public forest will be managed by administrative power separately and the economic forest will be managed by market,to realize the harmonious property right system of forest resource in China. |
