| 摘 要： | 对当前鞍山地区土地征用制度中存在的问题进行归纳和讨论,提出了对策和建议,主要包括:确立土地征用权设立的法律依据;规定征地权只能为公共利益的需要而行使;完善土地征用补偿法律制度;建立和完善有关征地安置保障制度;健全相关征地救济立法,等。

| Abstract: | The problems of the current land expropriation system in Anshan are discussed,and the countermeasures and suggestions are proposed, including: establish the legal basis of land expropriation rights;land expropriation rights only exercise for the public interest;improve the legal system of land expropriation compensation;establish the security system of resettlement in land expropriation;perfect the legislation relating to land expropriation aids,etc. |
