| 摘 要： | 从城市公交的特点出发，建立城市公交企业与政府的博弈模型，并对不同形式下的政府帮助政策——补贴进行分析，本研究认为必须建立公正合理的政府对公交企业的约束激励机制，才能充分调动企业积极性，达到企业自身经济效益的优化，从而进一步实现减轻政府财政负担和整体社会效益最大化的目的。 |

| Abstract: | The game model between urban public transit enterprises and government are formulated with the characteristics of the urban public transit being considered. And the different aiding policies of government are analyzed. Then the paper (stated) that the modern incentive and restraining mechanism must be established. As a result, the goal of descreasing (government) public financial supports and maximizing the social efficiency can be realized. |
