| 摘 要： | 义务教育立法是教育法制建设的根基,新近修订的《义务教育法》仍未很好地解决教育投入不足、教育资源配置不合理、教育主体程序性权利缺失、问责机制不到位等顽疾,义务教育立法还达不到和谐社会的要求。在社会转型时期,教育立法的价值目标应是依法维权,国家应保障义务教育的投入,确保《义务教育法》的权威和效能;维护教育公平,促进建设和谐社会;坚持以人为本,保障公民基本权利。

| Abstract: | Our current compulsory education law also falls short of a harmonious society,a series of discordant voices raised by the compulsory education.The revision in the Compulsory Education Law must fully understand the basis of actual conditions,continue to improve the existing compulsory education system,increase state input,rational allocation of resources,the full realization of compulsory education fair,justice and harmonious. |
