政府投资项目公司代建制模式研究

实施代建制在一定程度上能够减少政府投资的浪费，有利于提高投资效益。本文在比较代建制和自建制两种模式的基础上，结合国内外研究，从代建制的运行模式分析入手，从促进竞争、培育代建单位、建立约束的激励机制以及做好与政府采购的衔接等方面对实施代建制进行了初步探讨，并在此基础上构建了一种新的代建制模式。

Research on the mode of company-agent government-investment projects

Agent construction system will cut the government's expenditure down and to increase investment's benefits.Based on the comparison of agent construction mode(ACM)and the self-construction mode(SCM)and combined with domestic and foreign re- search,this paper discusses the operation modes of agent-construction system from the viewpoints of promoting competition,nourishing agent-construction enterprises,setting up a supervisory and encouraging mechanism,and its connection with the government procure- ment system etc.A new agent construction mode is set up on the basis of it.
