| 摘 要： | 2008年初,湖南省发生了近50年来最大的冰灾,给各行各业造成了严重的影响,尤其是林业损失最为惨重。因此,从灾情的形成机理角度寻求林业恢复与重建对策具有重要意义。湖南省林业冰冻灾情严重的直接原因是由于大气环流异常导致了冰冻致灾因子强度大,而低山与弱风的孕灾环境则对灾情起着激化作用,同时林业系统的脆弱性又放大了灾情,为此要通过调整林业系统结构降低林业系统的脆弱性与发展林业灾害保险来提高林业系统的抗灾能力以促进林业的可持续发展。

| Abstract: | In the Early 2008,the largest frozen disaster happened in Hunan province which never had 50 years has caused serious implications on all walks of life,and particularly the most serious forest loss.So it is great significance to assess scientifically forestry loss caused by frozen disaster and to study the formation mechanism of the disaster and to seek for measures of forestry rehabilitation and reconstruction.Through a variety of methods of analysis,results showed that there were Forestry-hit area in Hunan... |
